Christensen Associates Energy Consulting has been deeply involved in alternative regulation since the early 1980’s, when the focus was predominantly on price cap regulation. Since then, the field of alternative regulation and our experience have expanded to include targeted performance, cost trackers, earnings sharing mechanisms, price- and revenue-caps, and performance benchmarking. For major infrastructure industries including electricity and natural gas, we have developed and testified to alternative governance plans before regulatory authorities. Our research and testimony cover virtually all issues associated with regulation, including incentive properties, productivity and performance measurement, cost trackers, and incentive compatible earnings sharing mechanisms.
