Organization of Caribbean Utility Regulators Rates Conference Speakers Include CA Energy Consulting Experts

CA Energy Consulting experts Nicholas Crowley and Dr. Mike Clark served as featured presenters for the Organization of Caribbean Utility Regulators’ (OOCUR) regional Utility Rate-Making Workshop, held at the Caribbean Development Bank Conference Facility in Barbados. The three-day event drew more than 60 energy professionals, utility executives, financial analysts, and regulators representing 18 Caribbean nations and the United States.
To build technical capacity and explore modern regulatory mechanisms among the conference’s participants, Mr. Crowley and Dr. Clark spoke on topics including:
- Foundations & Cost Analysis: Regulatory accounting principles, marginal cost evaluation, and core cost-of-service allocations.
- Tariff Design & Execution: Modern rate structures, fixed and variable charge design, and evaluating the cost of capital.
- Modern Regulation: Multi-year rate plans and alternative/performance-based regulatory frameworks.
Both experts shared their experience from rate case filings across North America, and, in turn, learned much from participating experts in the region. Attendees expressed that distributed energy resource customers have continued to expand Caribbean nations, driving the need to remunerate solar customers on the basis of avoided costs in order to maintain cost recovery for the grid. The workshop also included discussions regarding utility multi-year rate plans: Caribbean utilities, and utilities throughout Latin America, generally operate under regulatory frameworks akin to the indexed cap regulation found in Alberta and Ontario, adjusting rates or allowed revenues by an “I-X” formula.
