This report documents the results of a load impact evaluation of aggregator demand response (“DR”) programs operated by the three California investor-owned utilities (IOUs), Pacific Gas and Electric (“PG&E”), Southern California Edison (“SCE”), and San Diego Gas and Electric (“SDG&E”) for Program Year 2010.

In these programs, DR aggregators contract with the IOUs and with commercial and industrial customers to act on their behalf with respect to all aspects of the DR program, including receiving notices from the utility, arranging for load reductions on event days, receiving incentive payments, and paying penalties (if warranted) to the utility. The scope of this evaluation covers the state-wide Capacity Bidding Program (“CBP”), which is operated by all three IOUs, PG&E’s Aggregator Managed Portfolio (“AMP”), SCE’s Demand Response Contracts (“DRC”), and the Demand Smart Program (“DSP”) operated by SDG&E.
