Dan Hansen participated in WPUI’s Energy Utility Basics Course that took place in Madison, Wisconsin during the week of October 20, 2014. Dr. Hansen’s presentation discussed strategies utilities can consider for addressing fixed cost recovery issues. That is, because utilities often recover fixed costs through volumetric (e.g., per-kWh) rates, factors such as customer conservation or distributed generation may lead to an under-recovery of utility revenue toward fixed costs. During his presentation, Dr. Hansen discussed the relative merits of a variety potential solutions to this problem.
