CA Energy Consulting has conducted independent evaluations of four revenue decoupling mechanisms. This presentation provides an overview of the findings from those studies, including: descriptions of the mechanisms studied; a discussion of whether decoupling shifts risk from the utility to its customers; a review of changes in utility behavior; and the effect of decoupling on customer satisfaction.
