Kelly Eakin will lead a session on Developing Marginal Cost-Based Rates. This presentation develops the rationale, principles, and process for conducting a marginal cost-based cost-of-service study. It also shows how to translate those costs into a rate design with average embedded revenue requirements. Kelly will present this session on Tuesday, September 25 from 10:15 – 11:45.
