Market Power Analysis

CA Energy Consulting has over two decades of experience providing analysis and expert testimony on issues of market power and related antitrust issues, based upon a solid foundation in economics, engineering, and institutional detail. Our electricity market power analyses integrate economics and finance theory with rigorous engineering models of generation and transmission. We consider the barriers to entry and market failures that permit the exercise of market power. In particular, we incorporate the ownership of generating resources, the patterns of transmission congestion, and institutional constraints such as regional congestion management rules into our analyses of market power.

Our analysis and interpretation of quantitative results draw heavily upon the economic theory of market structure and industrial organization. We pay close attention to institutional issues, such as existing regulatory structures, and federal and state antitrust policies and guidelines. We assess market power impacts against specific market performance criteria, notably consumer welfare, economic efficiency, power reliability and system security, and the overall impact on electricity competition.  We have provided testimony in various generic and situation-specific market power proceedings of the Federal Energy Regulatory Commission and state regulatory agencies.
