This report documents ex-post and ex-ante load impact evaluations for the statewide Demand Bidding Program (“DBP”) in place at Pacific Gas and Electric Company (“PG&E”), Southern California Edison (“SCE”), and San Diego Gas and Electric Company (“SDG&E”) in 2014. The report provides estimates of ex-post load impacts that occurred during events called in 2014 and an ex-ante forecast of load impacts for 2015 through 2025 that is based on the IOU’s enrollment forecasts and the ex-post load impacts estimated for program years 2012 through 2014. The DBP is a voluntary bidding program that offers qualified participants the opportunity to receive incentive payments for reducing their energy usage when an event is triggered.
